About Us

Terra Ceia Environmental was founded by Tom Glancy, a Manatee County resident who has been in the Tampa Bay area for 22 years. Tom has a BS in Wildlife Ecology and Conservation from The University of Florida and after finishing his Master of Science Degree there in the Fisheries and Aquatic Sciences Department, he moved to the Tampa Bay area and took a job with the State of Florida Department of Environmental Protection (DEP). Tom worked for 10 years in the State Lands and Environmental Resource Permitting section of the DEP, beginning as an inspector in the submerged lands lease compliance section and then working through the ranks as a permit processor and eventually becoming a Supervisor in the Environmental Resource Permitting section. He worked on many high-level projects during that time, and gained a vast knowledge of the Statues, Rules and Policies that govern works in and around wetlands and waters of the state.
In 2012 Tom changed gears and went to work as the Regional Sales Manager and Chief Environmental Scientist for the largest marine construction firm on the West Coast of Florida. Tom designed, permitted, and helped manage thousands of projects in that time and developed the expertise, local knowledge and industrywide connections needed to help make your project a reality. Whether it is a single-family dock, a multi-family boardwalk and boat slip facility or a full-scale commercial marina, Tom is committed to helping you navigate the design, permitting and compliance process and avoid unnecessary delays or expenses.
